What Is a USDA Loan?
The USDA Single Family Housing Guaranteed Loan Program (Section 502 Guaranteed) is a federal program that insures mortgage loans made by approved lenders for homes in eligible rural and suburban areas. The USDA guaranty (like FHA's insurance) allows lenders to offer better terms to buyers who might not qualify for conventional loans.
Despite the "rural" name, USDA-eligible areas in Florida include many suburbs, small cities, and communities that feel nothing like farmland. The eligibility is based on population data — not agriculture.

USDA limits household income — not just the borrower's income. All household members' income counts, including non-borrowers. Limits vary by county and household size:

What counts as household income: USDA counts ALL household members' gross income — even non-borrowers like adult children living in the home. However, there are deductions allowed: $480 per dependent child under 18, $400 for elderly households, childcare costs, and disability expenses. A USDA lender can calculate your adjusted household income including deductions.
USDA Property Requirements in Florida
- Must be the buyer's primary residence — no investment properties or vacation homes
- Must be a single-family home (condos and manufactured homes have specific requirements)
- Must meet USDA's minimum property standards (similar to FHA's MPR — safe, sound, secure)
- Property must be in an eligible area per USDA's eligibility map
- No income-producing property on the land (farm operations)
- In-ground pools are eligible; properties with income-generating acreage may not be
- Manufactured/mobile homes: limited USDA programs available — verify with lender

USDA closing costs still apply: USDA = zero down payment. It does NOT eliminate closing costs. FL closing costs for buyers are typically 3–5% of the purchase price. However, USDA allows closing costs to be financed into the loan if the appraised value supports it (appraised value must exceed purchase price). Seller concessions are also allowed up to 6% of purchase price.
