Florida Hometown Heroes Program

The Hometown Heroes Housing Program is administered by the Florida Housing Finance Corporation (FHFC) and is the largest first-responder and community workforce home buying benefit in the state.

What you get

Who qualifies

Hometown Heroes is NOT just for first responders — it covers a broad range of community workforce occupations including:

Income and purchase price limits

How to use Hometown Heroes

  1. Contact a Florida Housing-approved lender — the assistance is delivered through the lender, not applied for separately
  2. Get a first mortgage through an approved program (FHA, VA, USDA, Fannie Mae, or Freddie Mac conventional)
  3. Document your qualifying occupation — employer verification letter, license, or professional credential
  4. The lender layers the Hometown Heroes second mortgage on top of your first mortgage at closing

HUD Good Neighbor Next Door — 50% Discount

The Good Neighbor Next Door (GNND) program offers eligible buyers a 50% discount off the list price of a HUD-owned home in a designated HUD revitalization area.

Who qualifies

Key requirements

Availability: GNND homes are listed on HUD's website (hudhomestore.gov) — availability in Florida varies week to week. In some FL markets you'll find active listings; in others there may be none. Set up alerts on the HUD site for your target counties.

County and Municipal Programs

Many Florida counties layer additional assistance on top of state programs. Examples:

County / CityProgram Notes
Orange CountySHIP Down Payment Assistance — available to first-time buyers including first responders; verify current funding status at ocfl.net/housing
Miami-DadeCounty PHCD programs; City of Miami also has workforce housing funds; verify at miamidade.gov/housing
Broward CountySHIP and Community Development programs; contact Broward County Housing Finance Division
Hillsborough (Tampa)Down Payment Assistance — contact Hillsborough County Housing Finance Authority
Duval (Jacksonville)City of Jacksonville programs for first-time buyers — verify at coj.net/housing
Palm Beach CountySHIP funds administered through county; verify at discover.pbcgov.org/communityservices

Stacking: In many cases you can combine Hometown Heroes + a county SHIP program for significantly larger assistance. Talk to a participating lender who knows your county's programs — they stack the layers at closing.

VA Loan — If You're Also a Veteran

First responders and teachers who are also military veterans can use a VA loan as their primary mortgage, which stacks extremely well with Hometown Heroes assistance:

FHA Loan as First Mortgage

Most Hometown Heroes assistance is compatible with FHA loans as the first mortgage — a common combination for first-time buyers who don't have VA eligibility:

Frequently Asked Questions

Do I have to repay the Hometown Heroes assistance?
The second mortgage is deferred — no monthly payments. You repay it when you sell the home, refinance, transfer the title, or the property stops being your primary residence. It's 0% interest, so the repayment amount is the same as what was borrowed (no interest accumulation).
Can I use Hometown Heroes more than once?
Yes — but you must repay the first Hometown Heroes assistance when you sell or refinance, and you must requalify for the program based on current income limits and occupation at the time of the next purchase.
Can a teacher in Florida get 50% off a house?
Through HUD's Good Neighbor Next Door program, yes — but only for HUD-owned homes in designated revitalization areas, and only if you teach in the area's feeder schools. Availability is limited and varies by market. The discount is real but the property selection is constrained.
What if I stop being a first responder after buying the home?
For Hometown Heroes, the occupancy requirement (primary residence) must be maintained — but you don't have to remain in the qualifying occupation after closing. The occupation requirement is at the time of purchase, not an ongoing condition. GNND has stricter rules — you must remain in the home for 36 months regardless.
Do nurses and healthcare workers qualify for Hometown Heroes?
Yes. Registered nurses, licensed practical nurses, licensed childcare workers, physicians, and many other healthcare occupations qualify. Verify the current occupation list at floridahousing.org — it has expanded over time.
