Florida's Military Footprint — Know Your Installation

Not all FL installations are created equal. Each sits in a distinct housing market with different BAH rates, rental inventory, and commute patterns. Here are the major installations and their primary housing markets:

Installation Primary Market BAH Zip Market Character
MacDill AFB Tampa / South Tampa / Brandon 33621 Competitive, fast-moving. South Tampa premium; Brandon/Riverview for value.
NAS Jacksonville Jacksonville / Orange Park / Fleming Island 32212 Affordable relative to FL avg. High military concentration = strong rental market when you re-PCS.
NAS Pensacola / Corry Station Pensacola / Navarre / Gulf Breeze 32508 Gulf coast lifestyle market. Navarre = sweet spot for VA buyers. Flood zone awareness required.
Eglin AFB / Duke Field Fort Walton Beach / Niceville / Crestview 32542 Niceville = low crime, top-rated schools. Crestview = best value. Beach proximity = resale demand.
Patrick SFB / Cape Canaveral SFS Melbourne / Satellite Beach / Rockledge 32925 Space Coast growth market. Kennedy Space Center economic anchor. Inventory tightening 2024–2026.
Tyndall AFB Panama City / Lynn Haven / Callaway 32403 Post-Hurricane Michael rebuild. Newer construction at value prices. Growing inventory.
Naval Air Station Key West Key West / Stock Island 33040 Extremely limited inventory. Most service members live on base. High COL.
Homestead ARB Homestead / Cutler Bay / Kendall 33039 Miami-Dade market. High prices vs. BAH. Hurricane zone — insurance costs are significant.

BAH calculation tip: Always use the installation's zip code — not where you plan to live. Your BAH rate is set by the base zip, regardless of whether you buy in a suburb 20 miles away. The zip codes above are correct as of 2026; verify at militaryonesource.mil if your installation isn't listed.

Using Your VA Loan for a PCS Move

The VA home loan benefit is one of the most powerful tools in a service member's financial toolkit — and it's reusable. If you've used a VA loan before, you may still have remaining entitlement or can restore it after selling the prior home.

Key VA Loan Advantages in Florida

VA Funding Fee — What to Expect

The VA charges a one-time funding fee in place of mortgage insurance. It can be rolled into the loan. Rates for 2026:

Loan Type Down Payment First Use Subsequent Use
Purchase / Construction < 5% 2.15% 3.30%
Purchase / Construction 5% – 9.99% 1.50% 1.50%
Purchase / Construction ≥ 10% 1.25% 1.25%
IRRRL (refinance) N/A 0.50% 0.50%

Fee waiver: Veterans with a VA service-connected disability rating of any percentage, surviving spouses of veterans who died in service or from a service-connected disability, and active duty Purple Heart recipients are exempt from the funding fee entirely. Confirm your rating is in your VA records before closing — lenders require documentation, not just your word.

Using VA Entitlement Again After a Prior VA Loan

There are two ways to reuse your VA benefit:

  1. Remaining entitlement: If your prior VA loan balance is below the county loan limit, you may have "bonus entitlement" available without paying off the old loan. This lets you buy a second home (your new PCS location) while still owning the first — useful if you plan to rent the old home.
  2. Restored entitlement: If you've sold your prior VA-financed home and paid off the loan, or if someone assumed your VA loan and is also VA-eligible, your entitlement is fully restored. You can then use the full benefit again as if it's your first VA loan.

Get your COE before house hunting. Your Certificate of Eligibility confirms available entitlement. Request it at va.gov/housing-assistance/home-loans/how-to-request-coe/ or ask your lender to pull it through VA's automated system. Takes minutes online.

Buy vs. Rent: The Military PCS Decision Framework

The right call depends on your tour length, confidence in your next orders, and FL market conditions. Here's the framework used by experienced military financial advisors:

Tour Length Recommendation Reasoning
3+ years Consider buying Enough time to build equity, offset transaction costs, and start BAH-matching mortgage payments. VA = no down payment needed.
2–3 years Market-dependent Buying works if FL market appreciation continues and you can rent it when you leave. Get a local rental market assessment first.
< 2 years Lean toward renting Transaction costs (closing costs + agent commissions) typically require 2+ years of appreciation to break even. SCRA lease exit protects you in rentals.
Retirement / EAOS imminent Strong buy case If separating in FL, buying now locks in your rate and starts building equity before civilian income replaces BAH. FL has no state income tax — strong post-service state.

FL's Rental Market as Your Exit Strategy

One underappreciated advantage of FL installation markets: military areas have deep rental demand from the next wave of service members. NAS Jacksonville, MacDill, and Pensacola consistently see low rental vacancy near base. If you buy well — right school district, reasonable commute, flood zone clear — your home becomes a rental asset when your orders change, not a fire-sale liability.

Strategy used by repeat FL military buyers: Buy near the base your first FL tour, rent it out when you PCS again, then use remaining/restored entitlement to buy your retirement home wherever you land. Many FL military veterans end up owning 2–3 properties this way — the VA loan is the engine.

SCRA Protections — Your Rights When PCS Orders Change

The Servicemembers Civil Relief Act (SCRA, 50 U.S.C. §§ 3901–4043) provides federal protections for active duty service members. Know these before signing any FL lease or mortgage:

Lease Termination

You can terminate any FL residential lease early with 30 days' written notice + a copy of PCS orders. The termination is effective 30 days after the next rent payment due date. This applies regardless of lease term, early termination fees, or landlord objections — it is federal law.

How to do it right: Send written notice via certified mail with return receipt requested. Keep a copy. The landlord cannot charge a lease break fee. They can charge for actual property damage (normal security deposit rules). The 30-day clock starts the day after you deliver notice.

Interest Rate Cap

Debts incurred before active duty can be capped at 6% annual interest during your active service period (upon written notice + copy of orders to the creditor). This does not apply to VA loans taken during active duty — only pre-service debts.

Foreclosure Protection

Lenders cannot foreclose on a service member's home during active duty without a court order. If you face financial hardship while deployed or on extended TDY, contact your lender's military assistance line immediately — VA-guaranteed loans have additional loss mitigation options not available on conventional loans.

Florida State Protections

Florida Statute §250.5201 extends additional protections for FL National Guard members called to active state duty. If you are a Guard member activated by the FL Governor (not federal activation), SCRA's federal protections may not apply — FL state law picks up much of the same coverage, but confirm with your JAG officer.

PCS Timeline — Buying a FL Home in 45 Days

Military buyers often have shorter windows than civilian buyers. Here's a realistic timeline from orders to keys:

MPR flag — common FL issues: VA Minimum Property Requirements (MPRs) require safe, structurally sound, sanitary homes. Common FL flags: roof condition (inspect for hurricane damage), HVAC age (VA wants functioning systems), water intrusion/mold in flood-prone areas, pools must be safely enclosed, and septic systems require certification. Budget $500–$800 for a thorough FL home inspection that covers roof, HVAC, plumbing, and electrical — a standard inspection alone misses too much.

FL Property Tax Benefits for Veterans

Florida offers some of the most substantial veteran property tax exemptions in the nation. These stack on top of the standard homestead exemption:

Exemption Who Qualifies Reduction Statute
Combat-Disabled Veteran Honorably discharged FL veteran, service-connected disability rating Percentage matching VA disability rating (e.g., 40% rating = 40% reduction) §196.082
Total & Permanent Disability Honorably discharged FL veteran, 100% VA disability rating, home is primary residence Full exemption from property taxes §196.081
Surviving Spouse (veteran) Surviving spouse of veteran who died from service-connected causes, not remarried Full exemption (same as deceased veteran held) §196.081(3)
Age 65+ Low-Income Veteran Combat veteran, age 65+, honorably discharged, income under county threshold Up to full exemption (county-dependent) §196.082

Applying: File with your county property appraiser at the same time as your homestead exemption application. Bring your DD-214, VA disability rating letter (if applicable), and completed Form DR-501. The 100% disability exemption saves $5,000–$15,000+ per year depending on your county's millage rate and home value.

FL Driver's License + Vehicle Registration — The 30-Day Rule

Florida Statute §322.19 requires new FL residents to obtain a FL driver's license within 30 days of establishing residency. Vehicle registration follows the same window. These aren't optional — they're also required for homestead exemption and voter registration.

Military members: bring your current out-of-state DL, military ID, and a copy of your PCS orders. FL DHSMV typically waives certain testing requirements for active duty members. Tax collector offices (not DMV) handle FL vehicle registration. Bring your current title or out-of-state registration.

No state income tax: Florida has no individual income tax (Art. VII, §5, FL Constitution). Military pay, retirement pay, and VA disability compensation are all untaxed at the state level. This is a meaningful advantage for both active duty members and retiring veterans choosing where to plant roots.

FL Schools + EFMP Considerations

For military families with children, FL school quality varies significantly by county and district. Key considerations:

Flood Zone Awareness for Military Buyers in Florida

Florida is the most flood-prone state in the US. Many installation-adjacent markets — Pensacola, Key West, Tampa Bay, Jacksonville — include significant flood zone real estate. Before any offer:

VA and flood insurance: VA loans do not require flood insurance unless the lender mandates it based on flood zone (and most lenders follow federal lender guidelines requiring coverage in high-risk zones). But an uninsured flood loss can devastate your equity. Regardless of what's required, insure appropriately for your zone.
