The Depopulation (Take-Out) Program โ What Buyers Must Understand
Citizens is legally required to reduce its policy count and transfer policies to approved private insurers through its depopulation program. If you have (or inherit) a Citizens policy:
- Citizens can offer your policy to a private take-out insurer at any time
- You receive a notice and have 30 days to accept or decline the offer
- If you decline, you keep Citizens but cannot be offered Citizens coverage again if you let it lapse
- The take-out premium may be higher than your Citizens rate โ but if it's within 20%, you can be required to accept

What Buyers Inherit When Purchasing a Citizens-Insured Property
- Citizens policies are not automatically transferable at closing โ the new buyer must qualify for Citizens (or get their own private policy)
- At closing, the seller's Citizens policy is cancelled; the buyer applies independently
- If the buyer doesn't qualify for Citizens and can't find private coverage, the deal may not close (lenders require insurance before funding)
- Always get an insurance quote (Citizens and private market) during the inspection period โ not after closing
- Roof age/condition is Citizens' top underwriting filter: as of recent guidelines, Citizens will not write policies on homes with roofs over 15 years old in coastal counties unless the roof is inspected and has 3+ years of remaining life
How to Shop Citizens vs. Private Market
- Work with a licensed FL insurance agent (not a captive carrier agent โ you want someone who can access multiple markets)
- Get private market quotes first โ some carriers re-entered FL after legislative reforms (2022โ2023 SB 2A, HB 837)
- If private quotes are >20% above Citizens' rate, you qualify for Citizens
- Compare coverage terms, not just premiums โ Citizens has some exclusions that private policies cover
- For high-value homes (>$700K), Citizens may not cover the full structure โ private market or a Citizens + private "gap" policy may be needed
