Florida CDD Fees 2026: What Community Development District Fees Are and Why They Matter for Buyers
When you see a Florida property's tax bill with a line item for "CDD" or "Community Development District," you're looking at a special assessment that pays off bonds issued to build the community's infrastructure. CDDs are established under Florida Statute ยง 190 and are used extensively by developers to finance roads, utilities, parks, pools, and other amenities โ pushing the cost onto future homeowners through the tax bill rather than into the home's initial price. For buyers, CDD fees are one of the most misunderstood hidden costs of FL homeownership.
What CDDs Fund
CDD bonds finance the capital infrastructure the developer would otherwise have to build and fund upfront:
- Roads and street lighting within the community
- Water and sewer systems (before turning them over to the municipality)
- Stormwater management systems
- Parks, recreational facilities, clubhouses, pools
- Landscaping of common areas
- Entry features, signage, and gating
Once the infrastructure is built, the CDD's ongoing role is maintenance โ maintaining the community amenities, common areas, and systems. The debt service (paying off the bonds) and the maintenance fee are both collected through the property tax bill as separate line items.

When buyers hear "the CDD pays off," they usually mean the debt service component will eventually expire. But the maintenance assessment is permanent โ it continues as long as the CDD exists (which is effectively forever in most FL communities).
How Much Are Florida CDD Fees?
CDD assessments vary widely by community, age, and amenity level:

CDD vs. HOA โ They're Often Both
Many FL communities have BOTH a CDD and an HOA. They serve different purposes:
- CDD: Government entity (special district); fees appear on tax bill; funds infrastructure debt and maintenance of common infrastructure
- HOA: Private association; fees paid separately to the HOA; funds community management, deed restriction enforcement, amenities the HOA operates
- In a dual CDD/HOA community, you're paying both โ often $2,000โ$5,000/year CDD on the tax bill PLUS $200โ$600/month HOA fee separately
What Buyers Should Do Before Closing in a CDD Community
- Get the full tax bill: Ask the listing agent or Property Appraiser's website for the current year's tax bill โ see both the ad valorem taxes and the CDD assessment
- Ask how many years of debt service remain: If 20 of 30 years are paid, you're paying a lower debt service than a brand-new community; if it's brand-new, you're in for the full ride
- Can you pay off the CDD bond early? Some FL CDDs allow homeowners to pay off their portion of the bond in a lump sum (called a "prepayment"). This eliminates the debt service component but NOT the maintenance assessment. Ask the CDD district office for the prepayment amount if you're interested.
- Understand what the CDD actually maintains: Some CDDs have excellent amenities; others have aging pools and landscaping with no reserve fund. Request the CDD's annual budget and reserve study.
- Factor CDD into affordability: A $2,500/year CDD is $208/month added to your PITI โ this affects your DTI calculation. Confirm your lender is factoring CDD fees into the qualification.
